If the project is a "GNU" project, then the FSF has control of it.
If it is not, odds are that it is run by someone who has bought into
Stallman's rhetoric, does not understand the harm that the GPL
does (after all, he used the previous version), and/or does not
understand the problem of license contamination.

Thus, the problem spreads -- again, due to Stallman's disingenuousness.
