I've seen similar errors when trying to run cvsweb on Fedora Core 4 test 3 with a targeted SELinux policy enforced. If you have SELinux enabled, look for related messages in /var/log/messages and /var/log/audit/audit.log, and modify your policy and/or relabel the files in the CVS root so that cvsweb.cgi is allowed to access them.
