I reported a similiar case yesterday, when compilation stopped at that same
position due to some old headers in my /usr/include

  ip_compat.h 
  ip_fil.h
  ip_frag.h
  ip_nat.h
  ip_proxy.h
  ip_state.h
  ipl.h
 
that led to a uncompilable ioctl.c 

    /bin/sh /usr/src/usr.bin/kdump/mkioctls > ioctl.c

So maybe the break is caused by now obsolete headers again. 
I don't know yet.
