This change was supposed to minizme risk of breaks of upgrades for RELENG_4 users (I not sure how correctly works plain file to directory during binary upgrade). Second main aim was path compability with glibc. Since Andrey is more experienced in locale development I don't want to start any bikesheds without any concrete patches.
