The problem is with the -ffunction-sections compiler directive.  If we
set --disable-reorder in the Makefile, this problem should be fixed. 
Not sure if this should be something we only do on AXP, or if this
should be a global change.  Of course, this may just be indicative of an
AXP assembler bug.
