USE_AUTOTOOLS is going away. You can replace the dependency with autoconf>0 if you want. I'm thinking of removing autoconf-wrapper as well and let devel/autoconf install autoreconf instead of autoreconf-2.69. Then the dependency here could simply become autoreconf. No ETA on this though.
