Just to clarify things.  I did try to create the public switch using
the recommended procedure.  It just did not work:

# vm switch create public
/usr/local/sbin/vm: ERROR: switch public already exists

# vm switch add public igb0
/usr/local/sbin/vm: ERROR: unable to locate virtual switch

But:

# vm switch list
