Oops, nope.  It's a bug against acpi_throttle (which I think is
already fixed), whereas the problem I had in mind was powernow only.

Patch for powernow is available at
http://people.FreeBSD.org/~bruno/powernow.c.pending_bit_stuck.diff

but I can't test it myself.
