Yes. But they have the California PUC tarrif rules to deal with, which means a seriously restricted service area, regardless of their ability to actually support a DSL connection. Basically, they draw three circles on a map, centered on the LATE, and if you are more than 17,500 feet away, you don't get DSL. Have a nice day. So DSL is not a panacea; it's not even available, most locations. Japan actually has the best infrastructure, I think. I don't know if this is because, or in spite of, per packet sent charges.
