There is a README file at LOCALBASE/tinderbox/scripts. It was (almost
always) sufficient for me to configure tinderbox.

You should configure tinderbox as well. Please, read the above mentioned
README file and show:
# $LOCALBASE/tinderbox/scripts/tc configGet
