I had a similar problem until I realized that I needed the second
IDE controller switched on (apparently my motherboard has a PCI IDE
and an ISA IDE controller, one for each channel).  IRQ 15 on my
motherboard is used by the second controller.  So you might need
the "wdc1" device as well as "wdc0" but to IRQ 15.  It does seem
to take a while to recognize the device though but works like a charm
when it does!

I only need my Jumbo-350 tape drive to work properly with DC2120XL tapes
now 8-(
