For some reason, after releng_4_3 make installworld the installed sh does not work. (and the make stops with errors, and even the shutdown script gives a sh.core) I am sure, that kernel is 4.3generic, but for userland, I am not sure about anything. When I upgraded from 3.5 to 4.x I had the same problem with sh cores, and made a binary upgrade to 4.3. I am sure, that I have done something not right, but can't figure out what.
