Yeah, this seems to be a problem in freebsd-update. You can workaround  
like this:

# env UNAME_r=7.1-BETA freebsd-update upgrade -r 7.1-BETA2


Something got mixed up in the naming of the releases and freebsd- 
update gets confused.
