IMO you need portupgrade (sysutils/portupgrade)

sample command:
portupgrade <OPTIONS> --origin ORIGIN --new -x PATTERN

for the cerrect set of OPTIONS see portupgrade(1)

ORIGIN should be /usr/ports/x/y
PATTERN see png sample for upgrading packages depending on png
that were installed prior to png in portupgrade(1)=20
it could be
o	some package we recently installed -- '>=3Dtetex'
o	some prior date -- '>2004-08-20'=20
