The way I understand it, they are intended to use the libraries from the main
tree. The 2.1.5 ports collection is specific to FreeBSD 2.1.5 already, because
of features that were added to the base source tree and the ports system since
2.1.0 days. With the progression towards 2.2, ports fit naturally into a 2.2
system. Someone who wants to run a 2.2 port on a 2.1 system will either have
to think again and upgrade to 2.2 or retrofit the port to the 2.1 system.

That's the way it's been from the start, though some ports have not required
any substantial changes between release versions. I hope that I was not too
verbose, or answering the wrong question.
