System works fine until it should be restarted or halted.
After syncing disks and buffers system prints uptime and then do nothing
(system cannot switch power off or restart system). The only thing can
be done - hard power down by power button.

Such behavour is observed only in multiuser mode. In single user mode
(boot -s) system can be rebooted or halted without any problem.
This was tested on 5.4-RELEASE, 6.0-BETA1, 6.0-BETA2; with GENERIC and
with my own kernel; both with and without ACPI.
