new port www/p5-LWP-Protocol-connect

The LWP::Protocol::connect module provides support for using https over a proxy
via the HTTP/Connect method.

It is what I eventually used to get the perl script supplied for our nagios
running on FreeBSD server from non-routed datacenter network to work for
pagerduty.com.
