You have this:

FEATURE(dnsbl, 'sbl.spamhaus.org', 'Rejected - see http://www.spamhaus.org')

You want this:

FEATURE(dnsbl, `sbl.spamhaus.org', `Rejected - see http://www.spamhaus.org')

notice the difference in quoting...
