This is what I went for in the patch I committed last night where I 
replaced per-port definitions of GCC_DESC with a global default one.

If anyone wants to tweak that, go for it!

The only two ports still defining GCC_DESC themselves are cad/ghdl 
and lang/gambit-c.  This is based on my analysis that indicates a
different kind of usage.
