There actually _is_ a gdb.1:

j@uriah 261% locate gdb.1
/usr/obj/usr/src/gnu/usr.bin/gdb/gdb/gdb.1.gz
/usr/share/man/cat1/gdb.1.gz
/usr/share/man/man1/gdb.1.gz
/usr/src/contrib/gdb/gdb/gdb.1
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^ that's the source, and the build process is
                               supposed to pick this one.
