Yes. This is the commit message associated with the removal of the
addgroup and rmgroup commands:

| date: 1997/07/05 19:12:44;  author: pst;  state: dead;  lines: +1 -1
| Remove addgroup/rmgroup -- they are completely replaced by pw(1).
| 
| Adduser/rmuser stay for now until we get a good user-friendly front-end
| for pw.
