Thanks for pointing that out. According to /etc/rc.d/sendmail, 
sendmail_enable="NONE" corresponds to the following settings:

sendmail_enable="NO"
sendmail_submit_enable="NO"
sendmail_outbound_enable="NO"
sendmail_msp_queue_enable="NO"
