The path for pwd_mkdb is not specified.  This can lead to (a) webmin
not finding such command (and it doesn't seem to catch this error
properly! -- author contacted), or (b) possibly finding pwd_mkdb 
somewhere other than in /usr/sbin, which would be bad.

Install port for webmin.  Observe that the path is not set ;-)
