For most firmware, this > is a minor issue... I put firmware in /boot/firmware/ in keeping with the concept that the kernel and driver bits are all under /boot. A firmware package is really just a hardware-side driver, so why not keep it with the rest of the drivers? Just my 0.020 metric dollars.
