The package building policy is to use the oldest minor release that is
still supported within each major branch, where portmgr has the same
EOL times as our security officer: http://www.freebsd.org/security/#sup
As of now for 7.x, that is indeed 7.3.

P.S.: yes, I know this hasn't hit the portmgr webpage yet, it's very
high on my todo list.
