BINGO!!  edit your /etc/ppp.conf and make sure it has 
set authname YOUR_ID_FROM_YOUR_ISP_GOES_HERE
set authkey YOUR_PASSWORD_FROM_YOUR_ISP_GOES_HERE
enable chap

and comment out the set login that includes TIMEOUT 15 etc.
and put in a simple set login

This *should* work, if not, I'll dig deeper (or maybe Brian will
correct me)

See man ppp and read all about PAP/CHAP authentication...
Unix systems measure "uptime" in years, Winblows measures it in minutes.
