No. It's not needed. It has been retired.

The ESP is just a FAT filesystem.

newfs_msdos /dev/XX
mount -t msdos /dev/XX /mnt
mkdir /mnt/efi/boot
cp /boot/boot1.efi /mnt/efi/boot/bootx64.efi

I've added this to the release notes recently...
