I'm not a sawfish user, but if you don't get an answer here, try
sawfish-list@gnome.org.

By the way, on your startup delay problem, have you tried creating a
gnome test user to see if it's your local preferences that are screwing
things up?  If that doesn't work, can I get remote access to this
machine?  Thanks.
