In that section it uses the word "binary" to mean binary records, not "binary" entries (i.e. records with a LHS and RHS, not charaters like \0012 or whatever.) Besides that, section 11 suggests reading RFC1123 which is pretty clear about names (in section 2.1) which outlines a single relaxing of the name convention in RFC952 (which BTW doesn't allow for a '_') -Paul.
