With PORTREVISION 2, I import a little hack to detect from devel/apr, in
fact, it was originally to improve threaded modules support. Default
build use prefork mpm which is not threaded but apr is. So apache is.
It fails to build with libkse because it was linked against -lkse and
-lc_r, which was harcoded (so it fails)

Now all should be ok.
The only question I have is why it works on 4.8-STABLE and not on
4.9-STABLE.
