We are back porting the bce driver from 8.0 to 7.0. We are still missing
some changes since cold boots work but rebooting (warm booting) fails!

The error is:

bce0: ../../../dev/bce/if_bce.c(1386); Unable to write CTX memory:
cid_addr =3D 0x00000000, offset =3D 0x00000000!

files back ported:

bce/if_bce.h
bce/if_bcefw.h
bce/if_bvereg.h
mii/brgphy.c=20
mii/brgphyreg.h

It looks like we are not doing a hard reset to the NIC when rebooting.
