no, It works good on 4.0 but on 4.1.1
this problem is for any host name
telnet any_host = byd.top.pl: No address associated with hostname
telnet any_ip = works good

my /etc/resolv.conf is correct
domain  top.pl
nameserver      212.160.203.2

my /etc/hosts is correct
127.0.0.1               localhost.enisys.eu.org localhost
212.160.203.212         wawa.enisys.eu.org wawa

my /etc/host.conf is correct
# $FreeBSD: src/etc/host.conf,v 1.6 1999/08/27 23:23:41 peter Exp $
# First try the /etc/hosts file
hosts
# Now try the nameserver next.
bind
# If you have YP/NIS configured, uncomment the next line
# nis

that's all works good with 4.0 when I upgrade to 4.1.1 then I have troubles 
but only with telnet
