The ntpdate rc script requires NETWORKING. The question is,
why is NETWORKING provided when NETWORKING is not possible?

Al possible workaround is to add a "sleep 5" (depends on NIC) to 
"/etc/rc.d/NETWORKING" (which provides NETWORKING).
