It looks as if the keyboard driver thinks the Ctrl key is pressed.
Could be that it gets some kind of noise when switching, and the
keyboard driver interprets it as a Ctrl key press and no release.  If
that's the case, you should be able to fix it by pressing the Ctrl
key, releasing it and trying again.
