Indeed, this was exactly the line of thinking we followwed when we
introduced LOCALBASE to go with X11BASE.  (Congratulations!)

I took a look at your fvwm97 Makefile, it should work just fine if you
replace /usr/local with ${LOCALBASE} (haven't tried it yet).
