Hmmm. OK. I just wanted to see if that "was" the appropriate thing to try and
do before I went off and spouted that we had problems :)

However, I *know* that I saw the same behavior with 4.0 as Adam did--that of
saying "yes" when ask but /etc/make.conf said NO to this.

(just checking now ...)

SURPRISE! My /etc/make.conf now says NO for USA_RESIDENT. I am 100% sure I
changed that .... is there something (cvsup???) that could be stomping on it
and re-writing it as NO? bizzare ....
