What does your refuse file look like? Here's mine, so I don't download
a lot of the foreign language ports:

$ cat /usr/sup/refuse
*ports/chinese*
*ports/french*
*ports/german*
*ports/hebrew*
*ports/japanese*
*ports/korean*
*ports/russian*
*ports/ukrainian*
*ports/vietnamese*
*ports/arabic*

This seems to work for me.
