If MAXUSERS is <= 4, then no.

The size of the process table is 20 + 16*MAXUSERS.

If you're reliably running out of process space, then increase
MAXUSERS.

If the problem you're experiencing is only with fingerd, then
increasing MAXUSERS probably isn't the right answer.  But try it and
see if it helps.
