It hasn't.  It doesn't just do the commit logs though.  It modifies
the file being committed so that we don't get the delta committed, and
then the commit log generation automatically reports the correct thing.

I'm waiting for go-ahead from Peter before switching it on, but
he's not communicated with me on the matter yet :(.  I expect that
I'll post a notice to -developers and -committers stating my intention
to switch it on and if I don't get any objections I will.
