Hello Everyone,

I've been doing some gnats cleanup in documentation, but never really
touched htdocs cgi-land. Is there any reason that these couldn't be purged?
These are all found under en_US.ISO8859-1/htdocs/cgi:

Gnats.pm
GnatsPR
GnatsPR.pm
Makefile  (remove calls to files being removed)
dosendpr.cgi
query-pr-lib.pl
query-pr-summary.cgi
query-pr.cgi
