So far, the compile-time option allows you to reexec init with a
runlevel as a command-line argument:

0:	halt and poweroff
1:	drop to single-user mode
6:	reboot
c:	prevent further logins
q:	rescan /etc/ttys

Like I said, it's in its infancy. :-)

I think one thing slowing down development is the lack of people with
both the inclination and the know-how. There are lots of people with one
or the other.
