[This PR contains quite an inflammatory language which is not helpful.]

The real issue is changes in upstream of xkeyboard-config.
I don't think that FreeBSD community has any resources or desire to
maintain its own xkeyboard-config different from what XOrg provides.

If PR submitter wishes so, he can either maintain his own
xkeyboard-config customization or contact XOrg xkeyboard-config
maintainers/developers with his complaints and suggestions. They have
their bugzilla, mailing list and change log.

 P.S.
To the submitter: the easiest for you is to use ru(common) or
ru(legacy). ru(os) that you mentioned does not exist at all,
ru(os_legacy) contains some tweaks for Ossetian.
