sys/contrib's charter isn't "code of which we don't like the license", its
for code that isn't native to our tree / is maintained by an external source.
There is lots (file, tcpdump, less, etc) of BSD licensed software in src/contrib.
DRI seems to be a candidate for sys/contrib.
