Don't tell the server on the other end that your connect speed is too
high. My DSL line runs on demand from 80kb/s to 768 kb/s. I usually
listen at 100kb/s. If I tell it 3xx+ kb/s, that is when I see the
exagarated slow speed on Windows. 

Look for stations that stream using MP3. For a long time, the only
consistent audio I could get over the Internet was a small station in
Southern Mexico - http://www.cortv.com/. They introduced me to MP3
audio. Network congestion would come and go and I could still listen
to them. The bit-rate is really small and mono but it all contributed
to listening.
