 the hairs you split are you own.  you are asking for help, and the more 
 information you give, the better chances someone can help you.
 
 like I said, ask in the freebsd-ports@ email list.
 
 out of the box, without anything left over from any previous compiles, 
 libxine SEEMS to compile just fine, and doesn't seem to try to link libxcb.

 this is a 9.0 release, I386, with nothing installed.  No leftovers, no 
 old libraries, no cross dependencies, and no OPTIONS set.
 
 there is nothing wrong with the default kde4, nothing wrong with the 
 default libxine. There is something amiss in your installation, and 
 opening a pr won't help you.
 
 you need interactive help, you need to post more information to the 
 freebsd-ports@, or freebsd-x11@ mailing lists.
 Maybe email the maintainer of multimedia/libxine, nox@FreeBSD.org
