Position Status:Full Time, Regular

Employment Status:Exempt



Summary of Position:The Director, Parent Services, contributes to the 
mission of The National Association of Child Care Resource and Referral 
Agencies (NACCRRA) by providing management, oversight and strategic 
direction for the successful implementation of the Office of Child Care 
funded, Cooperative Agreement. The intent of this grant is to provide a 
National Child Care Consumer Education Referral Hotline and Website 
providing consumer education information to help parents make informed 
choices about child care.  The Director will liaise with the Federal 
Project Officer at the Office of Child Care, partner on timelines, 
deliverables, quality, and strategy in fulfillment of the Grant.  The 
Director will have budget and oversight responsibility for the OCC 
Grant, teaming with NACCRRA&rsquo;s Finance and contract management 
leads.  The Director will have supervisory responsibilities for the 
Parent Services Manager and the team of Consumer Education Specialists 
in the performance of their daily duties. This position will also 
perform additional functions assigned by the Senior Chief of National 
Programs.





Position Duties and Responsibilities:



Provide direct supervision and consultation to ensure key 
responsibilities and projects are completed and meet the needs, 
standards and strategic objectives of the Office of Child Care.Serve as 
the key player and Point of Contact on the Office of Child Care, Child 
Care Aware Grant for Child Care Aware&reg; of America.Provide 
support and technical assistance to the Office of Child Care lending 
perspectives that contribute to creative solutions to programmatic 
questions; establish a close, collaborative working relationship with 
the Office of Child Care Federal Project Officer, and provide timely 
communications within Child Care Aware&reg; of America on all 
significant program developments.Develop, direct and monitor 
implementation of program policies and procedures for effective service 
delivery.Provide support, technical assistance and training to program 
staff; coordinate and conduct regular staff meetings on program issues; 
conduct annual evaluations; recruit new staff as needed; ensure 
adherence with personnel policies.Prepare, distribute and maintain 
records and reports, such as budgets, personnel records, and training 
materials.  Monitor documentation of client and program files.Assist 
with the planning and creation of public relations materials.Establish 
and maintain collaborative relationships and partnerships with other 
agencies and organizations.Provide ongoing program management, 
including reporting, evaluation/feedback, and continued 
planning.Develop the CCA program proposal and annual budget 
submission.Assure the delivery of high-quality client services.Market 
the CCA program to all CCR&R organizations nationwide and the 
general publicCoordinate the continued design, operation, update and 
maintenance of a dynamic, searchable website.Assist with the 
development of a new CCA Website.Compile appropriate data and prepare 
reports.Coordinate and develop, as required, such special projects as 
assigned by the Senior Chief of National Programs





Qualifications:

Experience in the design and operation of a website.Knowledge of and 
experience with Child Care Quality Assurance Programs and the Quality 
Rating and Improvement System (QRIS).Experience with Child Care 
Resource and Referral agencies consumer education efforts.Expertise in 
the design and operation of a call center.Knowledge and understanding 
of the Child Care Development Block Grant Act of 2014 (Public Law 
113-186) and its implications to include up-to-date information 
regarding its implementation.A Bachelor&rsquo;s degree or higher in 
early childhood or related field and a minimum of 7 years of directly 
related, progressive work experience in child care or related program 
areas.Management experience and/or at least five (5) years of 
demonstrated experience in a supervisory or managerial 
capacity.Demonstrated experience in program development, 
implementation, administration, and evaluation.Expertise in program 
management and analyzing the delivery of quality services.Experience 
managing government contracts, grants and other funding 
sources.Extensive knowledge of strategic planning, program management 
and performance management processes.Knowledge of resource management, 
annual budget formulation and budget review.Knowledge of governmental, 
grant administration and fundraising.



Skills:

Strong project management skills to manage complex and varied 
projects.Strong facilitation and conflict resolution skills and the 
ability to negotiate between diverse perspectives.Superior writing and 
presentation skills demonstrated in authoring reports, presentations 
and publications; ability to convey complex information and ideas to 
all levels of management.Exceptional interpersonal skills to engage 
stakeholders, potential partners and collaborators to work on projects 
of mutual interest.Excellent computer skills and experience with the 
Microsoft Office suite of products.

Ability to evaluate programmatic data, propose innovative solutions and 
implement change.Ability to manage competing priorities under strict 
deadlines while maintaining a high level of attention to detail in a 
fast-paced environment.Ability to plan, direct, coordinate, evaluate 
the work of professional and technical staff engaged in departmental 
goals and objectives.Ability to work independently, to work in teams, 
and to work well with individuals of varying backgrounds and skill 
levels to achieve program goals.Ability to remain highly effective 
under intense pressure.Strong ability to prioritize tasks, handle 
multiple projects or responsibilities, and meet program deadlines.
