Not for dev-commits-*, but all committers are already in another list
generated from the repository's access file.  If you check the header
of the commit message, you will find there are three lists in the To:
field. Take a commit to svn's src head:

To: src-committers@freebsd.org, svn-src-all@freebsd.org,
svn-src-head@freebsd.org

The first one will be kept.
