People who are testing the ports need their system to say 4.3 so they can reproduce results. People who are testing/using packages also need their system to say 4.3 so they can reproduce runtime results, and so they get the correct packages (pkg_add -r uses the version number to figure out what directory to download from). Since this involves a large segment of the user community, it's unfair to ask each of them to hack their sources locally.
