I thought it was fixed by an reinstall, but in fact, I still have the
problem. I checked the mtimes of /usr/X11R6/lib/X11/config, and they
have not changed since my reinstallation of X11.

I would be happy to give you or someone trying to figure out what
happens an account on my machine, if you need.
