If you have a look at the NetBSD bootloader, I believe that it meets 
these criteria, modulo a few issues that I would be happy to discuss.

They have certainly addressed just about everything that I recall us 
ever having discussed as an issue, and a number that hadn't occurred to 
me.

It also has the significant advantage that it's already implemented.
